Land Use Classification

Background

A new classification for land use and land cover has been developed as part of the National Land Use Database (NLUD) project. The classification, known as the NLUD Classification Version 4.4, has been published on the Communities and Local Government website in a report which describes the classification and explains the stages in its development. The report “National Land Use Database: Land Use and Land Cover Classification” (Communities and Local Government, Feb 2006) is available for download from this website.

Objective

The classification is designed to provide a framework for harmonising existing classifications, to facilitate consistent collection and reporting of land use information and provide a basis for the creation of national data sets. It is the intention that the classification will over time be adopted by all bodies that collect and make use of land use information. Where more detailed or specialised classifications are required or already in use it is anticipated they will establish and provide a direct link to the NLUD Classification.

Development

The NLUD Classification uses a multidimensional approach which distinguishes between land use and land cover as separate dimensions of the land. This provides a flexible and effective means of classification, particularly where land use and land cover are classified simultaneously, that is capable of serving many different uses and applications.

Within each dimension, land use and land cover, the classification comprises a two-tier hierarchy comprising a series of main categories (Orders) and subdivisions (Groups).

The classification builds on previous land use classifications, addressing their shortcomings and considers current policy priorities. There has been extensive consultation with key user and stakeholder groups at each stage of development.
